This book investigates the emergence, the dissemination and the reception of the notion of state fragility . It analyses the process of conceptualisation, examining how the fragile states concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the state fragility label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors on the receiving end, describing how the elites and governments in so-called fragile states have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. A second set of papers employs three case studies (Sudan, Indonesia and Uganda) to explore the processes of appropriation, reinterpretation and the strategic use of the fragile state concept.

Narrative, Political Violence and Social Change is a call for engaging actively and critically with the ontological, epistemological, and methodological implications of narrative in the study of political violence and terrorism. After two decades of evolution towards more 'integrated,' 'multi-faceted' or, simply stated, more intrusive statebuilding and peacebuilding operations, a critical literature has slowly emerged on the economic, social and political impacts of these interventions. Scholars have started to analyse the 'unintended consequences' of peacebuilding missions, analysing all aspects of interventions. Central to the book is the understanding that language is both the most important tool for building anything of social significance, and the primary repository of meanings in any social setting. Hence, this volume exemplifies how the multiple realities of state, state fragility and statebuilding are being conceptualised in mainstream literature, by highlighting the repercussions this conceptualisation has on 'good practices' for statebuilding. Drawing together leading scholars in the field, this project provides a meeting point between constructivism in international relations and the critical perspective on liberal peacebuilding, shedding new light on the commonly accepted meanings and concepts underlying the international (or world) order, as well as the semantics of contemporary statebuilding practices. In an increasingly complex world, it is more crucial than ever to have a full picture of how international peacekeeping can be a force for good, but can also have potentially negative impacts on host communities. After thirteen years of presence in Haiti, the highly controversial United Nations Stabilization Mission in Haiti has now withdrawn. The UN's legacy in Haiti is not all negative, but it does include sexual scandals, the divisive use of force to 'clean up' difficult neighbourhoods as well as a cholera epidemic, brought inadvertently by Nepalese peacekeepers that killed more than 8,000 Haitians and infected more than 600,000. This book presents a unique multi-disciplinary analysis of the legacy of the mission for Haiti. It presents an innovative account of contemporary international peacekeeping law and practice, arguing for a new model of accountability, going beyond the outdated immunity mechanisms to foreground human rights.

As we face new challenges from climate change and the rise of populism in Western politics and beyond, there is little doubt that we are entering a new configuration of world politics. Driven by nostalgia for past certainties or fear of what is coming next, references to normalcy have been creeping into political discourse, with people either vying for a return to a past normalcy or coping with the new normal. This book traces main discourses and practices associated with normalcy in world politics. Visoka and Lemay-Hebert mostly focus on how dominant states and international organizations try to manage global affairs through imposing normalcy over fragile states, restoring normalcy over disaster-affected states, and accepting normalcy over suppressive states. They show how discourses and practices come together in constituting normalization interventions and how in turn they play in shaping the dynamics of continuity and change in world politics.
